§ 77.35 COVERS FOR OPENINGS OR STAIRWAYS TO CELLARS.
   Owners of cellars having an opening or stairway in the sidewalks shall cause the opening or stairway to be covered with a substantial iron or wooden folding doors, which framing or doors shall be kept closed except at such times as it is necessary to use the opening or stairway to the cellar.
