§ 77.07 IMPROVEMENTS OR REPLACEMENT OF EXISTING CONCRETE CURBS, GUTTERS, SIDEWALKS OR EXISTING DRIVEWAYS.
   When an existing curb, gutter, sidewalk or driveway within the public right-of-way is improved or replaced, the owner of the property upon which such driveway is located shall pay for the cost of the material only; or pay one-half of total cost if installed by contract.
