8-4-10: NUMBER OF PASSENGERS:
No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped to carry. (Ord. 443, 8-19-1996)
8-4-11: CARRYING ARTICLES:
No person operating a bicycle, minibike or moped shall carry any package, bundle or article which prevents the rider from keeping at least one hand upon the handlebars. (Ord. 443, 8-19-1996)
8-4-12: PARKING BICYCLES:
No person operating a bicycle, minibike or moped shall park said bicycle, minibike or moped upon a street other than upon the roadway against the curb or upon the sidewalk in a rack to support the bicycle, minibike or moped or against a building or at the curb, in such a manner as to afford the least obstruction to pedestrian traffic. 8-4-13: DRIVING OR RIDING ON SIDEWALKS:
   (A)   No person may use or operate a scooter, motorized bicycle, or any motorized vehicle, upon a city sidewalk in the business district (see subsection 8-4-19(C) of this chapter).
   (B)   Whenever any person is riding a bicycle, using rollerblades, skateboard or other vehicle(s) upon a sidewalk, such person shall yield the right of way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.
   (C)   It shall be unlawful for any person to operate or drive any motorized bicycle, motorized vehicle, golf carts, or ride any animal or cause the same to be ridden or driven upon any sidewalk in the city. This section does not apply to persons operating a golf cart, garden tractor or other similar vehicle on the east sidewalk of Dixie Highway from East Ohio Street to East River Street, or any sidewalk associated with a driveway. 8-4-14: BICYCLE EQUIPMENT:
   (A)   Lights: Every person using a bicycle in the nighttime hours shall see that the same shall be equipped with a lamp on the front which shall emit a white light visible from a distance of at least five hundred feet (500') to the front and with a red reflector on the rear of a type which shall be visible from all distances from one hundred feet (100') to six hundred feet (600') to the rear when directly in front of lawful lower beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of five hundred feet (500') to the rear may be used in addition to a red reflector.
   (B)   Brakes: Every bicycle shall be equipped with a brake which will adequately control movement of and stop and hold such bicycle. (Ord. 649, 6-16-2008)
8-4-15: PENALTY:
Any person who violates any provision of this chapter is guilty of a petty offense and shall be fined in accordance with the city of Momence approved fine list found in section 1-4-1 of this code. (Ord. 680, 4-19-2010)
8-4-16: PARENT'S RESPONSIBILITY:
The parent of any child and the guardian of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter. (Ord. 443, 8-19-1996)
8-4-17: MINIBIKES, GO-CARTS:
   (A)   Sections 8-4-1 through 8-4-12, 8-4-15 and 8-4-16 of this chapter shall be applicable to go-carts and minibikes as well as bicycles, rollerblades and skateboards.
   (B)   Other operation of go-carts and minibikes by licensed drivers shall be deemed to be unlawful within the city if they violate the sections or chapters of any part of the Illinois vehicle code. (Ord. 443, 8-19-1996)
