11-2-1: PREAPPLICATION APPROVAL:
Whenever any subdivision of land is proposed, and before any permit for the erection of any structure in such proposed subdivision shall be granted, the subdivider, owner or his authorized agent shall secure approval from the city officers and agencies in accordance with the procedures set forth below. When deemed unnecessary by the director of public works under the circumstances of a specific subdivision, he may waive such of the formally required procedural steps or other requirements provided for herein as deemed by the director of public works to be unnecessary under such circumstances; provided, however, that waiver of any specific requirement shall not prevent the public works director or his designee, or the planning and zoning commission, or the city council from later requiring such specific requirement(s) in the event it is later determined necessary under the circumstances. The waiver of any such procedural or other requirement in any given circumstance shall not constitute precedence in respect to any other circumstances, and every subdivision shall be considered upon the individual circumstances for such purpose. 11-2-2: MINOR SUBDIVISION APPROVAL PROCESS:
The approval process for minor subdivisions shall be in conformance with such of the requirements as provided for approval of a major subdivision as the director of public works shall from time to time establish by policy, and subject to the requirements of law. (2005 Code)
11-2-3: MAJOR SUBDIVISION APPROVAL PROCESS:
All major subdivisions shall (unless waived by the director of public works) obtain approval through the following described process:
   A.   Sketch Plan: Prior to the submission of the preliminary plan as hereafter provided, the developer shall present a sketch of the proposed plan to the director of public works for discussion and comment regarding the requirements for the general layout of streets, reservations of land, street improvements, drainage, sewerage, fire protection, availability of services and similar matters.
   B.   Preliminary Plan: Based on the discussion of the sketch plan, and unless waived by the director of public works, the developer shall submit the preliminary plan for approval. The preliminary plan shall provide all of the information as provided in section 11-2-4 of this chapter. The preliminary plan will be subject to review by the director of public works and/or the planning and zoning commission.
   C.   Final Plat And Plan Submission And Approval: The final plan shall consist of the prepared final plat and the final plans, all prepared after preliminary review and approval, all in conformance with the provisions of this title regarding final plat and plans. (2005 Code)
