A snow removal emergency shall be deemed to exist when announced by the chief of police, designated representative or street superintendent and shall begin at the time the announcement is made or at such time as shall be so stated in the announcement and shall remain in effect until the required snow removal work shall be completed, in which case, the chief of police, designated representative or street superintendent shall announce the emergency is over. A snow removal emergency may be announced for any or all of the various snow removal districts hereafter designated or for any portion of said districts. (Ord. 1518, 12-16-1985)

B. Parking Restrictions: When a snowfall of more than two inches (2") occurs, no person shall park or leave parked along the curb parking areas on any of the streets or portions of streets designated as snow emergency routes any vehicle until such time as the street has been cleared of snow back to the curb line and snowfall accumulation has ceased. A. District A:
1. District Designated: The following portions of streets and public areas are hereby declared to constitute Snow Removal District A:
All downtown City owned public parking lots.
Kimball Street from south side of Railroad Street to south side of Fifth Avenue.
Lawler Street from south side of Railroad Street to south side of Seventh Avenue.
Main Street from the railroad depot to north side of Highway 37 Bypass.
Railroad Street from east side of Kimball Street to west side of Rowley Street.
Rowley Street from south side of Railroad Street to south side of Seventh Avenue.
First Avenue from east side of Kimball Street to the east side of Sanborn Boulevard.
Second Avenue from west side of Kimball Street to west side of Rowley Street.
Third Avenue from east side of Kimball Street to west side of Rowley Street.
Fourth Avenue from east side of Kimball Street to west side of Rowley Street.
Fifth Avenue from west side of Kimball Street to east side of Duff Street.
Sixth Avenue from east side of Lawler Street to west side of Rowley Street.

2. Parking Restrictions: During such time as a snow removal emergency is in effect for Snow Removal District A or any portion thereof, it shall be unlawful for any person to park or leave parked any vehicle upon any of the streets affected by such snow removal emergency or within any parking lot affected by such snow removal emergency.
B. District B:
1. District Designated: All streets and highways not within Snow Removal District A are hereby declared to constitute Snow Removal District B.
2. Parking Restrictions: When a snowfall of more than two inches (2") occurs or during such time that a snow removal emergency is in effect for Snow Removal District B or any part thereof, no vehicle shall be parked on any east-west street until such time as the snowfall accumulation has stopped and such east-west street is plowed to the curb, and upon the clearing of each east- west street, all vehicles shall be moved off the north-south streets and parked on the cleared streets. Notwithstanding subsection 7-4-3G of this title, no vehicle shall remain parked in any one location on any street or Municipally owned parking lot within the City for a longer period of time than twelve (12) hours whenever snowfall accumulation of more than two inches (2") occurs or during such time as a snow removal emergency is in effect. A vehicle shall be deemed to be parked in one location for longer than twelve (12) hours under this section unless such vehicle is removed within twelve (12) hours from the street or is moved within twelve (12) hours to a street which has been cleared of snow back to the curb, in accordance with the parking restrictions provided in subsection 7-6-3B2 of this chapter. A. Interference With Snow Removal Operations: It shall be unlawful for any person to interfere with or obstruct or cause interference with or obstruction of the snow removal operations undertaken by the City and its employees.
B. Placing Snow From Private Property Onto Public Ways: No person shall remove snow from private property and place the same upon the streets, public ways or sidewalks; except, that it shall be lawful for persons to remove the snow which shall naturally fall upon the sidewalks and place the same upon the streets and ways of the City.
