(a) It shall be unlawful for any person to perform or offer to perform, commercial contact, unless such commercial contact shall take place in an establishment permitted hereunder.
(b) It shall be unlawful for any person to solicit, request, or require any other person to manipulate, wash or touch directly or indirectly using any instrument, thing, substance or device the body tissues of any person, except as exempted in § 61-37.
