(a) The action of Council shall be by ordinance or resolution, and on the passage of each ordinance or resolution, the vote shall be taken by yeas and nays, and entered upon the Journal, but this shall not apply to the ordering of an election, or direction by Council to any board or officer to furnish Council with information as to the affairs of any department or office. Prior to the placement for consideration before Council of any bylaw, ordinance or resolution of a general or permanent nature or granting a franchise, or creating a right, or involving the expenditure of money or the levy of a tax, or for the purchase, lease, sale or transfer of property, the presiding member of Council shall verbally inquire of the members of Council if there is a motion to read the pending bylaw, ordinance or resolution fully and distinctly on three different days. In the absence of such motion, Council may proceed with the consideration of the bylaw, ordinance or resolution through the reading of the title only and a motion and second to adopt said bylaw, ordinance or resolution. In the event there is a motion and a second to read any bylaw, ordinance or resolution by title only on three different days, or to read any bylaw, ordinance or resolution fully and distinctly, or to read any bylaw, ordinance or resolution fully and distinctly on three different days, such motion shall be approved upon the affirmative vote of one-third of all the members of Council.

(b) No ordinance, resolution or bylaw shall contain more than one subject, which shall be clearly expressed in its title. No bylaw or ordinance or section thereof shall be revised or amended unless the new bylaw or ordinance contains the entire bylaw, ordinance or section revised or amended, and the bylaw, ordinance or section so amended shall be repealed. Each such bylaw, resolution or ordinance shall be adopted or passed by a separate vote of Council, and the yeas and nays shall be entered upon the Journal.
(c) Ordinances, resolutions and bylaws shall be authenticated by the signature of the presiding officer and Clerk of Council. Ordinances of a general nature or providing for improvements shall be published as hereinafter provided before going into operation.

All ordinances and resolutions of a general nature or providing for improvements shall be published by title only, unless Council by motion required otherwise.
The necessary publication shall be in one newspaper of a general circulation in the City for the following times:
Ordinances, resolutions and proclamations of elections, once a week for two consecutive weeks;
Notices, not less than two nor more than four consecutive weeks;
All other matters shall be published once.
