A sewer impact fee in the amount of $1,000 shall be required on all residential, commercial and industrial structures. The sum shall be imposed on a per-unit basis, and shall be payable prior to the issuance of a building permit. The fee shall be separate, distinct and in addition to any sewer tap-on fee which may be required from time to time by the village authorities, and shall be imposed on all new construction initiated in the village.
