727.01 GARAGE SALE DEFINED.
   As used in this chapter, "garage sale" means a casual sale, however denominated, whether as a "garage sale," "attic sale," "basement sale," "house sale" or "yard sale," or by any other name of similar import, whereby household goods and personal effects are sold or offered for sale for limited periods by householders or occupants of residential premises from such residential premises.
727.02 PURPOSE.
   The purpose of this chapter is to allow householders or occupants in all residential districts the opportunity to dispose of excess accumulations of household goods and personal effects by sale during limited periods, if such persons wish to sell such materials rather than give them away, discard them or otherwise dispose of them. Such opportunity and authorization shall not be construed to be retail activity in residential districts, but an essential part of residential existence.

727.03 PERMIT REQUIRED.
   No person shall hold or conduct a garage sale in the City without first obtaining a permit therefor from the Director of Buildings.

727.04 PERMIT APPLICATION; ISSUANCE.
   (a)   Permits required by Section 727.03 shall be issued only to residents of the City or their agents who agree to comply with the provisions of this chapter. Applications therefor shall contain the following information:
      (1)   The name, address and telephone number of the applicant, the owner of the property and the person for whom the sale is being conducted;
      (2)   A list of the types of property to be sold (i.e. housewares, clothing, lawn furniture, etc.), with an estimate of the value of each category of property; and
      (3)   The location of the sale.
   (b)   The permit fee provided for in Section 727.05 shall accompany the application.
   (c)   If the garage sale is to be held or conducted in a condominium or apartment unit, a letter from an officer or agent of the condominium or apartment association approving the application shall accompany the application.
