709.01 VENDOR DEFINED.

   As used in this chapter, "vendor" means any person engaged in the business of offering goods or services for sale.

709.02 LICENSE REQUIRED; ISSUANCE.

   Every vendor of Christmas trees in the City shall obtain a license to engage in such business. An application for the license shall be made to the Director of Buildings who shall forward the application with his or her recommendation to the Mayor to determine if the issuance of the license would be in the best interests of the public. If approved by the Mayor, the license will be issued by the Director of Buildings.
