(a) No person shall use any street or sidewalk area, including the lateral strip area between the street and sidewalk, for the display of merchandise or for any advertising display.

(b) Whoever violates this section is guilty of a minor misdemeanor, and shall be subject to the penalty provided in Section 597.02.
