§ 33.078 COMPENSATION.
   The members of the Board serve without compensation.

§ 33.079 OFFICERS.
   (A)   At its first organizational meeting and at the first meeting of each calendar year thereafter, the Board shall select from its members a Chair and a Vice Chair. The Chair and the Vice Chair shall hold such respective positions while a member of the Board for the calendar year in which they are appointed, and until their respective successors are duly selected and qualified.
   (B)   The Chair, or in his or her absence, the Vice Chair shall preside over the meetings of the Board and shall exercise and perform such duties as are assigned to him or her by this section.
   (C)   In the event that both the Chair and the Vice Chair are absent, the remainder of the Board constituting a quorum shall appoint a Chair Pro Tempore, who shall perform the duties of the Chair for that meeting.
   (D)   The Chair of the Board shall appoint a Parliamentarian who shall serve until the first regularly scheduled meeting of the year following the appointment.
   (E)   The Public Works Director or his or her designee shall be Secretary of the Board. The Secretary shall be responsible for preparing the agenda for Board meetings in consultation with the Chair and providing public notice of the meetings of the Board. The Secretary shall take roll at the meetings of the Board and shall cause minutes to be kept, showing the vote of the Board members on each question and on the other official actions of the Board. The Secretary shall maintain copies of communications and reports considered by the Board.

§ 33.080 RULES OF PROCEDURE.
   The Board may adopt its own rules of procedure and, unless modified, Roberts Rules of Order shall apply.

§ 33.081 TIME OF MEETINGS; QUORUM.
   (A)   At its first organizational meeting and at the first meeting of each calendar year thereafter, the Board shall establish dates and times for its regularly scheduled meetings. In formulating its meeting schedule, the Board shall attempt to avoid conflict with members’ work and vacation schedules. Meetings shall generally be held once per month, unless there is no business to be considered by the Board.
   (B)   The Public Works Director or the Parks and Recreation Director may call special meetings with the concurrence of the Chair.
   (C)   The Board may take no action on any agenda item unless a quorum of the Board is present. A quorum shall be six members of the Board.

§ 33.082 DUTIES AND RESPONSIBILITIES.
   (A)   The Board provides recommendations to the Public Works Director, the Parks and Recreation Director and the City Council on policy matters pertaining to the activities and functions of both the Public Works Department and the Parks and Recreation Department. Public Works Department includes but not limited to: the Water, Sewer, Street, Drainage Systems, Buildings and Grounds, Street Lighting, Sidewalk, Parking Lot and Equipment Maintenance. Parks and Recreation Department includes but not limited to: Parks, Sports Complexes, Lakes and Cemetery.
   (B)   The Board is enabled at its discretion to explore alternative methods for the delivery of services rendered by the Departments. The results of any such findings and/or recommendations will be referred to the City Council whose members collectively have the sole authority to change or implement such findings and/or recommendations.
   (C)   The Board shall establish procedures to provide the public with the opportunity to provide input on policies and development plans for both the Public Works Department and the Parks and Recreation Department.
   (D)   In reviewing planning, development and operation policies for both Departments, the Board shall be guided by, and its recommendations shall be in conformity with applicable state and federal laws and regulations, as they may be amended from time to time.
   (E)   Board recommendations for changes to the municipal code or prior resolutions of the City Council may only be placed into effect by an ordinance or resolution duly considered and adopted by the City Council.
   (F)   The Board shall review the Directors’ requests for updates to the city’s Capital Improvement Plan, operating and capital budgets and make a report thereon to the City Council.
   (G)   The Board shall review the Directors’ request for changes to user charges and shall strive to maintain a fee and rental structure for facilities and services to make the Departments’ operating budgets as self-sustaining as possible.
   (H)   The Board shall review proposals and bids received for Departmental procurements and Capital Improvement projects valued over $20,000 and offer its recommendations to the City Council for the award of such procurements.

§ 33.083 RECOMMENDATIONS.
   The Public Works Director and the Parks and Recreation Director shall submit recommendations of the Board in writing to the City Clerk. Recommendations of the Board shall normally be placed on the agenda of the next regular meeting of the City Council for discussion and possible action. The City Clerk should receive reports at least six days prior to the day of the Council meeting at which it is to be heard.
