A Public Works Advisory Board is hereby created to advise the Public Works Director, the Parks and Recreation Director and the City Council on policy matters pertaining to the activities and functions of both the Public Works Department and Parks and Recreation Department. All corporate powers of the city and its Public Works Department and Parks and Recreation Departments are vested in the City Council. No individual member of the Board or collective action of the Board may direct action to be taken by the City Council, the Public Works Director, Parks and Recreation Director, employees or contractors of the city.
