(b) Sections 709.05, 709.06, 709.07, 709.08 and 709.09 of this chapter shall not apply to the purchase from any person, firm, partnership or corporation regularly engaged in the business of selling precious metals or gems at retail or wholesale, or to the purchase of one dealer from another if the person, partnership, firm or corporation at the time of purchase provides each purchaser with a bill of sale or other written evidence of title to the precious metal or gems.
