No person, firm, partnership or corporation licensed as a pawnbroker under R.C. Chapter 4727 shall change, alter, deface, release from his or her possession or sell any article made of or containing precious metal or gems and purchased by him or her until the expiration of seven days after the delivery to the Chief of Police of the description of that article as provided in R.C. § 4727.09, except by the written permission of the Chief of Police.
