A local alarm which is audible beyond the premises being served may be installed with the city; provided that, the alarm is controlled by an automatic timing device which will shut off the audible device after a period not to exceed 30 minutes. It shall be unlawful for any person to own, operate or control any audible alarm system when such system once activated remains activated continuously for more than 30 minutes.

An alarm user shall furnish the Police or Fire Department the name, address and telephone numbers of not less than two persons who shall have access to the alarm and premises upon which such alarm is located so that the alarm can be deactivated after the alarm has been activated and the premises has been investigated by the Police or Fire Department. The alarm user shall also furnish the Police or Fire Department the name of the alarm system equipment supplier responsible for maintenance of the alarm system.

(A) During the course of a calendar year, an alarm user will be allowed four false alarms without penalty. Each false alarm in excess of four during a calendar year shall subject the alarm user to the penalties of this chapter; however, no penalty shall be imposed for false alarms for 30 days from the date of installation of a new alarm system or date of major alteration to an existing system, nor shall there be a penalty for a false alarm when upon an investigation of the Police or Fire Department it is determined that the false alarm was caused by an uncontrollable extraordinary circumstance.
(B) In the event the Police or Fire Department receives 11 or more false alarms within any calendar year, the alarm user shall be charged twice the normal cost for each false alarm.
(C) A fee of $150 for each false alarm shall be charged to any alarm user who has more than four, but less than 11, false alarms within a calendar year. A fee of $300 for each false alarm shall be charged to any alarm user who has 11 or more false alarms during a calendar year. Each and every occurrence which is in violation of the provisions of this chapter shall be considered a separate and distinct violation.

Burglar alarm systems shall only emit signals indicating unauthorized intrusion or attack of a protected area. Robbery alarm systems shall only emit signals indicating a robbery in a protected area. No other signals shall be transmitted over burglar or robbery systems. No person shall use or cause or permit to be used, an alarm system utilizing signaling devices that automatically select a public trunkline of the Police or Fire Department and then reproduce any prerecorded message to report any robbery, burglary, fire, hazard or other emergency.

Any person who uses a fire, burglary or robbery alarm system in the city shall be deemed to accept and agree to be governed by the terms of this chapter and to pay any fees assessed against such alarm user as provided for in this chapter.
