No alarm system designed to transmit emergency messages directly to the Fire or Police Department shall be tested or demonstrated by any person without first obtaining permission from the Police or Fire Department.

A local alarm which is audible beyond the premises being served may be installed with the city; provided that, the alarm is controlled by an automatic timing device which will shut off the audible device after a period not to exceed 30 minutes. It shall be unlawful for any person to own, operate or control any audible alarm system when such system once activated remains activated continuously for more than 30 minutes.

An alarm user shall furnish the Police or Fire Department the name, address and telephone numbers of not less than two persons who shall have access to the alarm and premises upon which such alarm is located so that the alarm can be deactivated after the alarm has been activated and the premises has been investigated by the Police or Fire Department. The alarm user shall also furnish the Police or Fire Department the name of the alarm system equipment supplier responsible for maintenance of the alarm system.
