1123.04 CONSTRUCTION LAYOUT STAKES.
A registered professional engineer or a registered surveyor along with the use of competent personnel and equipment shall furnish, place and maintain the construction layout stakes necessary for the proper prosecution of the work under these regulations and the approved plans.

1123.05 RECORD DRAWINGS.
A registered professional engineer or a registered surveyor shall furnish to the City two complete sets of the record drawings ("as built plans") for the subdivision upon completion of the construction. The record drawings shall incorporate all changes made during the construction process and accurately locate all existing underground utilities encountered during the construction. The City shall not grant final approval and acceptance of the subdivision until the record drawings are received by the City Engineer.

1123.06 STREET LIGHTING.
Each subdivision is required to have installed and in operation a street lighting system. The lighting system shall be designed to meet the recommendations for the vehicular roadway lighting levels of the Illuminating Engineering Society and shall be installed by the public utility responsible for electrical service. Working drawings for this street lighting system shall be reviewed by the City Engineer and approved by the City Planning Commission at the time of final approval of the subdivision plat.
In lieu of a street lighting system installed by the public utility, the developer of a residential subdivision may install a lighting system using post-type yard lights. At least one light with underground wiring shall be installed for each lot or parcel when a new principal building is constructed on the lot or parcel. The post-type yard lights shall be installed on private property, but within ten feet of the street right-of-way line. Each yard light shall be controlled by a photoelectric cell or an electrical timer. The plan for the subdivision showing the location for each post-type yard light, etc., shall be reviewed by the City Engineer and approved by the City Planning Commission at the time of final approval of the subdivision plat. The property owners shall be responsible for the ownership, maintenance, repair and power for the post-type yard light system, and the subdivision plat and/or protective covenants shall include statements as to this requirement.

1123.07 RETENTION BASINS.
All retention ponds or basins with a permanent pool depth greater than twenty-four inches (24") shall be enclosed by a fence unless each of the following criteria are met:
(a) Interior side slopes are no steeper than 3H:1V.
(b) A minimum eight foot (8') wide dry bench and a eight foot (8') wide wet bench are provided adjacent to the full perimeter of the permanent pool, and
(c) Graded benches are to be no steeper than 8H:1V.
Fencing shall be a minimum forty-eight (48) inches in height and at a minimum be equipped with double eight foot swing gates (sixteen feet (16') total) to allow for access.
