1123.02 SANITARY SEWERS.
All sanitary sewers which are to be connected into the City sewer system or are within the corporation limits of the City shall be inspected by the City Engineer before street pavement construction begins. All other sanitary sewers shall be inspected by the County Sanitary Engineer before street pavement construction begins. Where the new sanitary sewers lie within the area between curbs of a proposed street or within three feet of such curbs, the trench shall be backfilled and tamped using granular material meeting the specifications of Item 310.02.
(a) House Connections. All house connections shall be at least six inches in diameter at a minimum slope of one-eighth inch per foot.
(1) Within fifty feet of a source of private water supply or 100 feet of a semi-public well such operations shall at the option of the developer be:
A. Cast iron pipe;
B. Asbestos cement pressure pipe; or
C. Comparable and equal new products.
(2) Beyond fifty feet from a source of private water supply such connections shall at the option of the developer be:
A. Cast iron pipe;
B. Vitrified sewer pipe (A.S.T.M. Specification C-700) with rubber or plastic mechanical compression joints (A.S.T.M. Specification C-425).
(b) Sewer Laterals. All sewer laterals located between house connections and sewer trunks shall conform to the following minimums:
(1) Size shall be at least eight inches in diameter.
(2) Gradient shall be 0.40% minimum.
(3) Construction shall be of vitrified sewer pipe (A.S.T.M. Specification C-700) with rubber or plastic mechanical compression joints (A.S.T.M. Specification C-425). (Ord. 73-499. Passed 12-18-73.)
(4) Polyvinyl chloride (PVC) sanitary sewer pipe (ASTM D-3034) with integral wall bell and spigot-type joint (ASTM D-3212) push-on type and ASTM F-479 gasket for fourteen-foot maximum depth.
(5) Polyvinyl chloride (PVC) composite sanitary sewer pipe (ASTM D-2680) with bell and spigot-type joint (ASTM D-3212) push-on type and ASTM F-479 gasket. (Ord. 90-054. Passed 4-3-90.)
1123.03 WATER LINES.
All water lines shall be above the level of sewer lines by at least eighteen inches at all crossings and where laid in the same ditch shall be placed on a shelf at least ten feet horizontally and eighteen inches above the sewer pipe.
(a) House Connections. All house connections shall be a minimum of three-fourths inch of Type K copper tubing or other materials as approved by the Public Works Director.
(b) Mains. All mains shall be a minimum of eight-inch diameter ductile iron water pipe, Class 53 (AWWA Specification) with rubber ring gasket joints except upon cul-de-sac type streets 350 feet or less in length, where six-inch diameter ductile iron water pipe, Class 53 (AWWA Specification) will be permitted. In all cases, dead-end mains shall be prohibited and all water mains shall be looped to provide service from two directions. The City Planning Commission may, upon the recommendation of the City Engineer, require the developer to increase the size of the water pipe in order to serve the future development of the subdivision.
However, if it is recommended that the size of the water pipe be increased to more than eight inches in diameter in order to serve an existing or future area beyond the boundaries of the current and future area to be developed within the subdivision, then the payment for the portion of the water line in excess of eight inches in diameter shall be subject to negotiations between the City and the developer.
(c) Trunks. A water main of not less than six inches in size shall be available to all fire hydrants.

1123.04 CONSTRUCTION LAYOUT STAKES.
A registered professional engineer or a registered surveyor along with the use of competent personnel and equipment shall furnish, place and maintain the construction layout stakes necessary for the proper prosecution of the work under these regulations and the approved plans.

1123.05 RECORD DRAWINGS.
A registered professional engineer or a registered surveyor shall furnish to the City two complete sets of the record drawings ("as built plans") for the subdivision upon completion of the construction. The record drawings shall incorporate all changes made during the construction process and accurately locate all existing underground utilities encountered during the construction. The City shall not grant final approval and acceptance of the subdivision until the record drawings are received by the City Engineer.

1123.06 STREET LIGHTING.
Each subdivision is required to have installed and in operation a street lighting system. The lighting system shall be designed to meet the recommendations for the vehicular roadway lighting levels of the Illuminating Engineering Society and shall be installed by the public utility responsible for electrical service. Working drawings for this street lighting system shall be reviewed by the City Engineer and approved by the City Planning Commission at the time of final approval of the subdivision plat.
In lieu of a street lighting system installed by the public utility, the developer of a residential subdivision may install a lighting system using post-type yard lights. At least one light with underground wiring shall be installed for each lot or parcel when a new principal building is constructed on the lot or parcel. The post-type yard lights shall be installed on private property, but within ten feet of the street right-of-way line. Each yard light shall be controlled by a photoelectric cell or an electrical timer. The plan for the subdivision showing the location for each post-type yard light, etc., shall be reviewed by the City Engineer and approved by the City Planning Commission at the time of final approval of the subdivision plat. The property owners shall be responsible for the ownership, maintenance, repair and power for the post-type yard light system, and the subdivision plat and/or protective covenants shall include statements as to this requirement.

1123.07 RETENTION BASINS.
All retention ponds or basins with a permanent pool depth greater than twenty-four inches (24") shall be enclosed by a fence unless each of the following criteria are met:
(a) Interior side slopes are no steeper than 3H:1V.
(b) A minimum eight foot (8') wide dry bench and a eight foot (8') wide wet bench are provided adjacent to the full perimeter of the permanent pool, and
(c) Graded benches are to be no steeper than 8H:1V.
Fencing shall be a minimum forty-eight (48) inches in height and at a minimum be equipped with double eight foot swing gates (sixteen feet (16') total) to allow for access.
