1123.01 STREETS.
All streets shall be given special study and designed to fit the location, present and future traffic needs, soil conditions and ultimate use. The following minimum standards shall apply to all streets required by the Subdivision Code:
(a) Pavement Width. Unless the Planning Commission and engineer of jurisdiction agree otherwise prior to final approval of a proposed subdivision all pavement widths as measured from curb back to curb back shall be as follows:

(b) Design Standards. All street pavements shall slope from the crown to each gutter at three-sixteenths inch per foot minimum. All curbs shall rise six inches above the gutter plate. All gutter plates shall be a minimum of six inches of Portland concrete cement and have a minimum width of eighteen inches. All curb backs shall be vertical and a minimum of thirteen inches in height. There shall be a planting strip between the curb back and sidewalk of at least four and one-half feet with a slope of three-eighths inch per foot. Private street pavements without curbs will be drained by roadway ditches (V-shaped ditch with 3:1 side slopes) having a grade of less than two percent (2%) and a design flow not to exceed the capacity of a twelve inch diameter pipe. For ditches with a grade over two percent (2%) and a flow equal to or greater than the capacity of a twelve inch diameter pipe, a storm sewer conduit will be required.
(c) Street Materials. The following shall apply to all public and private streets required in these Regulations and shall be installed in accordance with the current Ohio Department of Transportation Construction and Material Specifications.
(1) Primary and secondary streets shall be constructed from plans approved by the engineer of jurisdiction and to standards and specifications established by such plans, including traffic volumes, traffic loads and soil bearing values.
(2) Collector, minor and marginal access streets shall be constructed from plans approved by the engineer of jurisdiction and to the standards and specifications established by such plans, including traffic volumes, traffic loads and soil bearing value, with the following minimums:
A. Six inches Portland cement concrete, Item 452 of referenced Transportation Specifications. Subbase shall consist of six inches of Ohio Department of Transportation 304 material. Six-inch diameter pipe underdrains shall be installed a minimum of three feet below subgrade during construction.
B. Five inches Item 301 of referenced Ohio Department of Transportation Specifications bituminous aggregate base and one and one-half inches Item 404 asphalt concrete surface course. Subbase shall consist of six inches of Ohio Department of Transportation 304 material. Six-inch diameter pipe underdrains shall be installed a minimum of three feet below subgrade during construction.
C. The City Planning Commission may, upon the recommendation of the City Engineer, require pavement material sections of greater thickness than referred to in subsections (c)(2)A., B. or C. hereof, if the pavement is expected to be subject to soils with low-bearing values, to high vehicular traffic volumes or to a great number of truckloads associated with commercial or industrial development.
