353.01 DEFINITIONS.
The following words and phrases, when used in this chapter, shall have the meanings respectively ascribed to them:
(a) "Parking meter" means a mechanical device installed for the regulation of parking by lawful authority. Each parking meter shall contain a slot for the deposit of lawful coin of the United States and a receptacle for receiving and storing such coin. Each parking meter shall display brief directions as to its operation and the value of lawful coin required to be deposited. Each parking meter shall contain a timing mechanism which shall indicate either a balance of legal parking time or overtime parking by an appropriate signal at the expiration of such lawful time.
(b) "Parking meter space" means a space within a parking meter area, which is designated for the parking of a single vehicle by marked lines on the curb or paved surface area adjacent to a parking meter. Posted notice on the meter or on signs shall indicate the maximum consecutive parking time limit during which a vehicle may be legally parked in a particular parking meter space and the days and hours when the requirement to deposit lawful coin shall apply.
353.02 PARKING ZONES.
(a) Parking Zone A is hereby established in the City, the boundaries of which are set forth in the Traffic Schedules.
(b) The Director of Public Safety, unless Council shall revise or reverse his act or decision, or Council by administrative order or otherwise, may establish additional zones to be known as parking meter zones on all or part of the streets and avenues as are now or which may hereafter be regulated by parking restrictions.
(c) In all such parking meter zones, the Director of Public Safety shall cause parking meters to be installed and shall cause parking meter spaces to be designated as hereinafter provided and shall fix the time limitations for legal parking in such zones except as hereinafter provided and the hours during the day or night when the parking meter or meters must be used and when the time limitations shall be effective in compliance with the provisions of this Traffic Code, and he shall indicate the time limitations by designating the same on the parking meter or meters or by appropriate signs posted in proximity to the meter or meters in such zones.

353.03 METER LOCATIONS.
Parking meters installed in the parking meter zones established as provided in Section 353.02 shall be placed immediately adjacent to the individual parking spaces hereinbefore described. Each parking meter shall be placed or set in such a manner as to show or display by a signal that the parking space adjacent to such meter is or is not legally in use. Each parking meter installed shall indicate by proper legend the legal parking time established by the City and when operated shall indicate on and by its dial and pointer the duration of the period of legal parking, and on the expriation of such period shall indicate illegal or over-parking.

353.04 METER AREAS MARKED.
The Director of Public Safety shall have lines or markings painted or placed adjacent to each parking meter for the purpose of designating the parking space for which the meter is to be used and each vehicle parked adjacent to or next to any parking meter shall park within the lines or markings so established. It shall be unlawful and a violation of this provision to park any vehicle across any such line or marking or to park the vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

353.05 METER PARKING.
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone is diagonal to the curb or sidewalk any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.

353.06 METER AREA REGULATIONS.
No person shall park a vehicle or permit a vehicle registered in his name to be parked, in any space adjacent to a parking meter except in compliance with the following provisions:
(a) When any vehicle is parked in any space adjacent to which a parking meter is located in parking meter Zone A, the operator of the vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited an appropriate coin, or combination of such coins of the United States in such parking meter and failure to make such deposit shall constitute a violation of this section. Upon deposit of the appropriate coin or coins of the United States totaling ten cents in a thirty-minute meter in parking meter Zone A, such parking space may be lawfully occupied by such vehicle for a period not exceeding thirty minutes. Upon deposit of the appropriate coin or coins of the United States totaling twenty-five cents in a two hour meter in parking meter Zone A, such parking space may be lawfully occupied by such vehicle for a period not exceeding two hours.

(b) If the vehicle shall remain parked in any such parking space beyond the specified time period, the parking meter shall, by its dial and pointer, indicate such illegal parking and in that event such vehicle shall be considered as parked overtime and beyond the period of legalparking time, and the parking of a vehicle overtime or beyond the period of legal parking time for the coin deposited in any such part of the zone where any such meter is located shall be a violation of this section and punished as hereinafter set out. Each and every hour or fraction thereof of illegal or overtime parking prohibited by this subsection shall constitute a separate violation of this section.
(c) No person shall park a vehicle or permit a vehicle registered in his name to be parked in any space adjacent to a parking meter while such meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed as legal parking time.
(d) It shall be considered prima-facie evidence that the owner of any vehicle illegally parked was the operator of such vehicle at the time of such illegal parking.

(e) No person parking a vehicle within a parking meter space in parking meter Zone A shall allow such vehicle to remain in such space for a period of time longer than that specified in the following schedule whether or not an additional coin or coins are inserted in the meter by the operator of such vehicle or by any other person:
(1) More than fifteen minutes if a fifteen minute meter space, or
(2) More than thirty minutes if a thirty minute meter space, or
(3) More than one hour if a one hour meter space, or
(4) More than two hours if a two hour meter space.

353.07 EXTENDED METER PARKING.
(a) Parking meter heads shall be hooded or removed for the purpose of suspending the operation of parking meters during periods of construction or demolition, prolonged loading or unloading operations, or for other proper purposes, in compliance with the provisions of this section.
(b) Hooding of parking meter heads for a period of not to exceed seven days or removal of parking meter heads, shall be ordered by the Director of Public Safety upon the issuance of a proper permit therefor as provided in this section.
Hooding or removal of parking meter heads shall be performed in compliance with the terms and provisions of such permit by designated police personnel or other employees of the City as may be directed by the Director of Public Safety.
(c) The Police Chief may, in his discretion issue permit for the hooding of parking meter heads for a period not to exceed seven days or for the removal of parking meter heads, upon payment of the prescribed fees therefor and upon receipt of written application therefor, which application shall be upon the form prescribed by the Police Chief. Such application form shall require the necessity for such hooding or removal to be fully set forth and shall require such other information as the Police Chief may deem necessary.
(d) The Police Chief shall order any person, firm, association or corporation to obtain a permit for the hooding or removal of parking meter heads wherein, in the Police Chief's opinion such person, firm, association or corporation, by his or its operations or activities has made requisite such hooding or removal of parking meter heads in order to maintain the orderly flow of vehicular traffic or to preserve and protect the public property.
(e) Any person, firm, association or corporation which fails to obtain a permit for hooding or removal of parking meter heads within twenty-four hours after receiving the order of the Police Chief to do so, and any person, firm, association or corporation which hoods, obscures or removes any parking meter head in any manner other than that set forth in this section, shall be subject to the penalty provided in Section 303.99.
(f) The fees for permits authorized and required by this section shall be as follows:
(1) Permit for hooding parking meter heads:
$5.00 per meter per day;
(2) Permit for removing parking meter heads:
$20.00 per meter per fifteen day period or part thereof.
(g) The permittee, his agents and employees, shall be entitled to exclusive use of the metered area during the period covered by his permit. The proceeds from such permit fees shall be paid into the parking meter fund.
