(A) Pursuant to the authority of KRS 83A.080 there shall be, and hereby is, created the position of City Administrative Officer.
(B) The City Administrative Officer shall be appointed by the Mayor, subject to the approval of the Council. The City Administrative Officer may be removed by the Mayor at will, unless otherwise protected by law.
(C) The City Administrative Officer shall be required to take the oath of office.
(D) The Mayor, in his discretion, may require the City Administrative Officer to post bond in such amount as the Mayor may deem appropriate with good and sufficient surety thereon.
(E) The minimum qualifications for appointment as City Administrative Officer shall be:
(1) Any combination of experience in public/business administration or equivalent to graduation with a Bachelor Degree in accounting, business or public administration;
(2) Significant practical experience in public financial administration;
(3) A functional understanding of the law relating to municipal finance, accounting practice and accounting procedure;
(4) Knowledge of cash flow procedures and practices;
(5) The ability to establish and operate standard accounting practices, including audit functions;
(6) The ability to supervise and instruct subordinate employees; and
(7) The ability to prepare and present clear and concise reports, both verbal and written.
(F) The duties and responsibilities of the City Administrative Officer shall include, but not be limited to, the following:
(1) Advise the Mayor on policy formulation regarding problems of the city;
(2) Exercise major responsibilities for the preparation and administration of operating and capital improvements, and budgets under the direction of the Mayor;
(3) Advise the Mayor in the appointment of subordinate administrative personnel, unless the authority to appoint such persons has been delegated by appropriate executive order;
(4) Maintain continuous direct relations with Operating Department Heads on implementation and administration of programs; and
(5) To perform such additional duties as may be lawfully delegated by appropriate executive orders of the Mayor.

(A) There shall be and hereby is created the office of City Alcoholic Beverage Control Administrator hereinafter referred to as "Administrator."
(B) The Administrator shall be appointed by and serve at the pleasure of the Mayor.
(C) The Administrator shall be paid such compensation as the Council shall from time to time provide.
(D) Prior to entering upon the duties of the position, the Administrator shall take the oath prescribed in § 228 of the Constitution of the Commonwealth. He shall execute a bond with a good corporate surety in the penal sum of not less than one thousand dollars ($1,000.00). Any city employee under the supervision of the Administrator shall execute a similar bond in such penal sum as the Administrator shall deem necessary.
(E) The functions of the Administrator shall be the same with respect to the city license and regulations, as the function of the Kentucky Alcoholic Beverage Control Board ("Board") with respect to state licenses and regulations, except that no regulation of the Administrator shall be less stringent than the statutes relating to alcoholic beverage control, or the regulations of the Board. No regulation of the Administrator shall become effective until it has been approved by the Board.

(A) Pursuant to the authority of KRS 83A.087, there shall be, and hereby is, created the position of Citation Officer.
(B) The Citation Officer shall be appointed by and serve at the pleasure of the Mayor.
(C) The Citation Officer shall be a part time position not to exceed twenty (20) hours per week and shall be paid fifteen dollars ($15.00) per hour or such other compensation as the Council shall from time to time establish by ordinance.
(D) The minimum qualifications for the position of Citation Officer shall be a high school diploma or GED.
(E) The duties and responsibilities of the Citation Officer shall include, but not be limited to, the following:
(1) Enforcement of and issuance of citations for the violation of the city nuisance ordinance;
(2) Enforcement of and the issuance of citations for the violation of any ordinance relating to inoperable or disabled vehicles;
(3) Enforcement of and the issuance of citations for the violation of any other ordinance with the exception of:
(a) Moving motor vehicle violations; and
(b) Offenses which constitute a violation of the criminal laws of the state as set forth in the Kentucky Penal Code;
(4) To appear in court or at any administrative hearing on behalf of the city relating to the enforcement of or any violation of any city ordinances subject to the limitations set forth in division (3) above; and
(5) To perform such other duties and responsibilities as may be reasonably requested by the Mayor and/or the Council.
(F) The Citation Officer shall not have the power to make arrests or carry a deadly weapon.
