(A) The position of Chairperson of Council shall be, and hereby is, created.
(B) Each year, beginning 1990, at the first meeting of the Council or as soon thereafter as may be appropriate, the members of the Council shall elect from its number a member to serve as Chairperson of the Council. The Chairperson shall serve for the remainder of the year in which elected.
(C) In the absence of the Mayor, the Chairperson shall preside over any meeting of the Council. The Chairperson shall serve as Mayor of the city in the event of the absence from the city of the Mayor and the Mayor Pro Tem, and in the event of the death or disability of the Mayor and the Mayor Pro Tem.
(D) Neither the holding of Office of Chairperson nor service in the capacity of Mayor shall in any manner alter or restrict the legislative authority of the Council Member so chosen.
