§ 30.23 CUSTODIAN OF RECORDS.
   The City Clerk shall be custodian of all records, accounts, receipts, books, and files required to be kept by the city, and all of the records, accounts, receipts, books, and files shall at all times be, and remain, on file in the municipal buildings with the proper department, and shall not be removed therefrom at any time, except by an order of a court of competent jurisdiction, or on written order of the Mayor, filed with the department from which the records may be withdrawn.
