The Clerk of the Common Council shall certify members appointed, and the certificates shall be sent to and be a part of the records of the City Plan Commission. The Mayor shall make similar certification for the appointment of citizen members.

The powers and duties of the Plan Commission are those enumerated and set out by law in the preparation of a master plan and zoning ordinance and in conducting investigations, hearings, and all other duties incident to the successful administration of zoning.

(A) The term of the members from the Common Council shall be concurrent with the term of office unless the Council on its first regular meeting of each year appoints another to serve as its representative. The term of the initial citizen members shall be as follows: two for a term of three years and two for a term of four years. Thereafter, when the initial term expires, each new appointment of a citizen member shall be for a term of four years. The term shall expire as provided by IC 36-7-4-218.
(B) If a vacancy occurs, the Mayor shall appoint another citizen to fill the unexpired term as set forth in IC 36-7-4-220.
(C) The number of members shall be as established by § 152.10(B).
