§ 71.06 PARKING VEHICLE FOR SALE OR REPAIR.
   No person shall park a vehicle upon any roadway, street, or alley for the principal purpose of displaying such vehicle for sale, or for repairing or lubricating said vehicle.

§ 71.07 TRUCK PARKING PROHIBITED.
   Semi-trailer trucks (i.e., tractors with trailers attached) shall not park on public streets or public parking lots of the city except for the purpose of loading or unloading cargo from such trucks.

§ 71.08 LOADING AND UNLOADING ZONES.
   Upon written application to the Board of Public Works and Safety, loading and unloading zones may be designated on streets not under the jurisdiction of the state. When zones are established, the Board may prescribe the conditions under which such zone applications may be granted and may revoke or amend any such change or violation of any such condition.

§ 71.09 PASSENGER LOADING ZONES.
   The Board of Public Works and Safety may establish zones for bus stops, taxicab stands, and loading stands for other passenger common- carrier motor vehicles in such places and in such number as the Board shall determine to be of the greatest benefit and convenience to the public. Every such zone shall be designated by appropriate signs, and shall be used solely for the purpose designated.

§ 71.10 PARKING OF RECREATIONAL VEHICLES.
   The parking of recreational vehicles of all types on city streets is prohibited except in authorized areas.

§ 71.11 PARKING IN FIRE LANES PROHIBITED
   (A)   No person shall park a vehicle in or otherwise obstruct any public or private area devoted to the public use in the City, designated and marked as a fire lane, including:
      (1)   Any areas, as defined above, currently designated as fire lanes;
      (2)   Fire lanes required by either the State or City Fire (Prevention) Codes;
      (3)   Additional areas designated as fire lanes by the Board of Public Works and Safety as may become necessary upon investigation by the City Fire Chief or Fire Inspector.
   (B)   The Board of Public Works and Safety is hereby authorized to erect such signs as may be necessary to implement the intent of this section.

HANDICAPPED PARKING PROVISIONS
§ 71.20 DEFINITION.
   For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
   "PHYSICALLY HANDICAPPED PERSON." Any person who submits proof satisfactory to the Board of Public Works and Safety that he has permanently lost the use of a leg or both legs, an arm or both arms, or any combination thereof; or any person who is so severely disabled as to be unable to move without the aid of crutches or a wheelchair.

§ 71.21 PERMIT.
   (A)   Any person eligible by virtue of a physical handicap for special privileges under this subchapter shall present to the Board of Public Works and Safety a written application on a form furnished by the Board, for a permit entitling that person to use, for a period of one calendar year from the date of issue, any designated handicapped parking place within the city. Such application shall include information that the applicant is a physically handicapped person as defined in § 71.20. Any person who has been issued Disabled Veteran Registration plates by this or any other state, any person who has been issued Special Registration plates bearing the official international wheelchair symbol by this or any state, or any person eligible by virtue of a physical handicap for special privileges with regard to parking who has been issued a permit by any city, state, or federal government shall be entitled to all parking privileges authorized by this subchapter.
   (B)   There shall be an annual permit fee of $3 due and payable to the city for those handicapped persons qualifying for permits under this section who have been issued Disabled Veteran Registration plates by this or any other state, or who have been issued Special Registration plates bearing the official international wheelchair symbol by this or any state, or who are eligible by virtue of a physical handicap for special privileges with regard to parking who have been issued a permit by any city, state, or federal government.
   (C)   The Board of Public Works and Safety shall have, at its discretion, the authority to issue permits to all persons it feels are eligible.
