No person shall park a vehicle within an alley except for the purpose of loading or unloading property or merchandise for a period not exceeding 15 minutes.

(A) During any period when the roadways, streets and gutters, or other parts of any streets are being swept, sprinkled, flushed, or otherwise cleaned by the Street Department, or are being repaired, and signs are posted or other notice is given to the public to such effect, no vehicles shall be parked or left thereon or any other objects be placed thereon so as to obstruct and interfere with such sweeping, cleaning, or repair of such street or public place.
(B) The Police Department is hereby authorized and directed to post such notices as it deems adequate to notify the public that the Street Department plans to clean or repair a designated street or portion thereof, such notices to be posted the day prior to the time the cleaning or repair is to take place.
(C) Whoever violates the provisions of this section shall be subject to having their vehicle towed away or the object removed and such person shall be liable for the tow charges or costs of removal of same.

No person shall park a vehicle upon any roadway, street, or alley for the principal purpose of displaying such vehicle for sale, or for repairing or lubricating said vehicle.

Semi-trailer trucks (i.e., tractors with trailers attached) shall not park on public streets or public parking lots of the city except for the purpose of loading or unloading cargo from such trucks.

Upon written application to the Board of Public Works and Safety, loading and unloading zones may be designated on streets not under the jurisdiction of the state. When zones are established, the Board may prescribe the conditions under which such zone applications may be granted and may revoke or amend any such change or violation of any such condition.

The Board of Public Works and Safety may establish zones for bus stops, taxicab stands, and loading stands for other passenger common- carrier motor vehicles in such places and in such number as the Board shall determine to be of the greatest benefit and convenience to the public. Every such zone shall be designated by appropriate signs, and shall be used solely for the purpose designated.

The parking of recreational vehicles of all types on city streets is prohibited except in authorized areas.
