§ 71.02 AUTHORITY OF CITY TO CONTROL PARKING.
   The Common Council by ordinance authorizes the Board of Public Works and Safety to control parking at any time it is deemed in the public interest on any street, alley, thoroughfare, or other public place with the exception of angle parking changes on Main Street. The Common Council shall maintain the authority to any changes of angle parking on Main Street. Such parking control shall become effective upon the posting of appropriate signs indicating such parking control.

§ 71.03 ANGLE PARKING.
   Upon those streets with the exception of Main Street which have been signed or marked as directed by the Board of Public Works and Safety for angle parking and directed by the Common Council, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway which is indicated by such signs or markings.

§ 71.04 PARKING IN ALLEYS.
   No person shall park a vehicle within an alley except for the purpose of loading or unloading property or merchandise for a period not exceeding 15 minutes.

§ 71.05 PARKING DURING STREET CLEANING OR REPAIR.
   (A)   During any period when the roadways, streets and gutters, or other parts of any streets are being swept, sprinkled, flushed, or otherwise cleaned by the Street Department, or are being repaired, and signs are posted or other notice is given to the public to such effect, no vehicles shall be parked or left thereon or any other objects be placed thereon so as to obstruct and interfere with such sweeping, cleaning, or repair of such street or public place.
   (B)   The Police Department is hereby authorized and directed to post such notices as it deems adequate to notify the public that the Street Department plans to clean or repair a designated street or portion thereof, such notices to be posted the day prior to the time the cleaning or repair is to take place.
   (C)   Whoever violates the provisions of this section shall be subject to having their vehicle towed away or the object removed and such person shall be liable for the tow charges or costs of removal of same.

§ 71.06 PARKING VEHICLE FOR SALE OR REPAIR.
   No person shall park a vehicle upon any roadway, street, or alley for the principal purpose of displaying such vehicle for sale, or for repairing or lubricating said vehicle.

§ 71.07 TRUCK PARKING PROHIBITED.
   Semi-trailer trucks (i.e., tractors with trailers attached) shall not park on public streets or public parking lots of the city except for the purpose of loading or unloading cargo from such trucks.

§ 71.08 LOADING AND UNLOADING ZONES.
   Upon written application to the Board of Public Works and Safety, loading and unloading zones may be designated on streets not under the jurisdiction of the state. When zones are established, the Board may prescribe the conditions under which such zone applications may be granted and may revoke or amend any such change or violation of any such condition.
