A. The chairman of the library board shall preside at all meetings of the board.
B. The vice chairman of the library board shall act in the place and serve in the place of the chairman at all times when the chairman is unable to perform his duties.
C. The secretary of the library board shall keep a complete record of all matters of the library board in reference to the city library and shall, upon request, submit a copy of the minutes of the meetings to the city commission. (Ord. 350 (part), 1988: prior code § 3-2-5)
A. The library board shall have the power and authority to plan the development of the city's libraries within the city for submission to the city commission for approval and shall be charged with the duties of carrying out all the policies of the city commission concerning the city's libraries.
B. The library board shall make rules and regulations governing the city's libraries.
C. The library board shall submit an annual budget for each fiscal year beginning July 1st to the city manager for approval containing the recommended expenditures for the city's libraries; provided, however, that no expenditure shall be made except with the expressed approval of the city commission as provided by the laws of the state of New Mexico; and provided further, that the employment and discharge of all employees of the city's libraries shall be by the city manager after consultation with and consideration of the recommendations of the library board. A. The library board shall meet regularly at specified hours and days in the months of January, March, May, July, September and November of each year, but special meetings may be called at any time by the written request of three members of the library board to the chairman of the library board or on call by the chairman of the library board. All meetings shall be advertised as required by law, and shall be open to the public as provided by the laws of the state of New Mexico.
B. A majority of the members of the board shall constitute a quorum and no action can be taken in the absence of a quorum present. (Ord. 350 (part), 1988: prior code § 3-2-8)
Any member of the library board provided in this chapter may be removed by the city commission. Any member of the library board who fails to attend three consecutive regular meetings of the board, without valid reason approved by the board, shall be deemed to have resigned his/her office, and upon notice of such resignation, the mayor, with the approval of the city commission, shall appoint someone to fill out such member's term.
