2.76.010   Created-Purpose.
   The Lovington municipal library board shall be an administrative agency of the city of Lovington, Lea County, New Mexico; the board shall have the responsibility and conduct of the affairs of the municipal libraries and shall advise the city commission. 2.76.020   Membership.
   A.   The library board shall consist of nine members including the mayor of the City or his designee, and the superintendent of schools or his designee. The remaining seven members of the board shall be appointed by the mayor, subject to the approval of the city commission and shall include one board member representing the Business and Professional Women's Club of Lovington, and one board member representing the Lea County Genealogical Society of Lovington and five members are to be chosen from the general population. Upon dissolution of either club, the position representing that club shall convert to an at-large position. At the discretion of the member presently holding that position, the member may be the appointee.
   B.   Each member of the board shall remain in office until a successor is appointed and qualified. The library board shall submit to the mayor three names for appointment for any vacancy on the board except in case of reappointment of a serving member of the board. When the library board is recommending the reappointment of one of its serving members it shall submit only the name of the serving member. If the mayor declines to reappoint the member, the library board shall submit three names to fill the vacancy.
   C.   The term of office for each member of the library board will be five years upon staggered terms with no limit to the number of terms served.
   D.   The terms of the board members shall expire on the January 31st of each year as applicable.

2.76.030   Honorary life member.
   The city commission may, if it deems it appropriate, appoint a board member serving twenty years or more as an honorary life member. An honorary life member shall be an ex officio member, having no vote, but serving in an advisory capacity to the library board. (Ord. 350 (part), 1988: prior code § 3-2-3)
2.76.040   Election of officers.
   The library board shall meet on or before January 31st of each year and organize its body and elect a chairman, a vice chairman and one of its members as secretary (at the direction of the elected secretary, the secretarial duties may be delegated to the librarian). 2.76.050   Duties of officers.
   A.   The chairman of the library board shall preside at all meetings of the board.
   B.   The vice chairman of the library board shall act in the place and serve in the place of the chairman at all times when the chairman is unable to perform his duties.
   C.   The secretary of the library board shall keep a complete record of all matters of the library board in reference to the city library and shall, upon request, submit a copy of the minutes of the meetings to the city commission. (Ord. 350 (part), 1988: prior code § 3-2-5)
