A. The library board shall have the power and authority to plan the development of the city's libraries within the city for submission to the city commission for approval and shall be charged with the duties of carrying out all the policies of the city commission concerning the city's libraries.
B. The library board shall make rules and regulations governing the city's libraries.
C. The library board shall submit an annual budget for each fiscal year beginning July 1st to the city manager for approval containing the recommended expenditures for the city's libraries; provided, however, that no expenditure shall be made except with the expressed approval of the city commission as provided by the laws of the state of New Mexico; and provided further, that the employment and discharge of all employees of the city's libraries shall be by the city manager after consultation with and consideration of the recommendations of the library board.
