§ 32.004 PUBLIC MEETING NOTICES.
   (A)   All boards and commissions which have members appointed by the Mayor and approved by the Metro Council are required to publish meeting minutes on the Louisville Metro Government website, www.louisvilleky.gov for a period of at least five years. The meeting minutes must be posted at least one week after the adoption of the meeting minutes but no later than two months following the meeting, even if the meeting minutes are not adopted by the board or commission. All minutes posted must be redacted to take out any information exempt from disclosure under KRS 61.878 of the Kentucky Open Records Act.
   (B)   Failure to comply with the publication requirements set forth in subsection (A) may be grounds for removal of the chair of the board or commission under KRS 67C.103(14)(d).
   (C)   For all meetings that occur after January 1, 2019 publication requirements established in this section shall be effective and minutes shall be made available to the public through the www.louisvilleky.gov website. Meeting minutes from 2017 and 2018 shall be made available to the public through the www.louisvilleky.gov website by May 1, 2019.

COMMISSION ON PUBLIC ART
§ 32.050 ESTABLISHMENT.
   There is hereby created the Commission on Public Art (“COPA”) whose general purpose shall be to:
   (A)   Oversee the implementation of the Master Plan, a copy of which is made available for the public to view, at Metro Development, 555 S. Fifth Street, Louisville, KY 40202 during regular business hours or on-line at:
   (B)   Review and propose public policy concerning public art and conduct periodic reviews of the need to update the Public Art Master Plan.
   (C)   Advocate for public art throughout Louisville Metro.
   (D)   Review and develop plans for the inventory, maintenance, acquisition and de-acquisition of public art owned by Louisville Metro.
   (E)   Review and approve grant applications for public art projects from the Louisville Public Space Art Fund, established pursuant to § 32.055.

§ 32.051 MEMBERSHIP.
   (A)   The business, activities and affairs of COPA shall be managed by its members who shall be:
      (1)   The Mayor, or his or her designee;
      (2)   A member of the Council appointed by the President of the Council;
      (3)   The Public Art Administrator (non-voting member); and
      (4)   Seven citizens appointed by the Mayor with the approval of the Council, comprised of:
         (a)   Two citizens who are civic/ business leaders in Louisville Metro;
         (b)   One citizen is who is a faculty member of the art department of a university or college in Louisville Metro; and
         (c)   Four citizens who are professionally involved in visual arts in Louisville Metro.
      (5)   Up to four additional members may be appointed by the Mayor with the approval of the Council. Such additional members shall meet one of the requirements set out in subsection (A)(4) above, with the additional requirement that if an appointment under the criteria of subsection (A)(4)(a) above is made, an appointment shall also be made under the criteria of subsection (A)(4)(c) above.
   (B)   The terms of the members serving on COPA pursuant to subsection (A)(1), (A)(2) and (A)(3) of this section shall be coterminous with their office or position.
   (C)   The members appointed pursuant to subsection (A)(4) shall each serve a four-year term, or until their successor is appointed. In filling vacancies prior to the expiration of the stated term of membership, the appointment of a successor shall be for only the unexpired term.
   (D)   Members appointed pursuant to subsection (A)(4) may be appointed for one succeeding term, except that members originally appointed to fill an unexpired term may be appointed for a second succeeding term. No member may serve more than two full terms.
   (E)   COPA shall elect a chair person who shall serve for a one-year term, and may be reappointed for three successive one-year terms.
   (F)   Should a vacancy occur in an appointed position, the Mayor shall appoint a person to serve for the unexpired term.

§ 32.052 MEETINGS; QUORUM.
   (A)   Regular meetings of COPA shall occur no less than quarterly, the time and place of which shall be fixed by COPA at its first meeting of each calendar year. Special meetings may be called in accordance with the bylaws adopted by COPA. All meetings of COPA shall be conducted in accordance with KRS 61.800 - 61.850.
   (B)   A majority of the membership of COPA shall constitute a quorum for the transaction of business. The affirmative vote of a majority of the members present at a meeting shall be necessary for the adoption of any motion, measure or resolution.

§ 32.053 BYLAWS; COMMITTEES; STAFFING.
   (A)   COPA shall adopt bylaws and other rules as it deems necessary for its organization and proceedings consistent with the laws, ordinances and resolutions of the Commonwealth of Kentucky and Louisville/Jefferson County Metro Government.
   (B)   COPA may create standing and temporary committees for such purposes and needs as may arise in the performance of COPA’s duties.
   (C)   Staff assistance to COPA shall be provided by the Economic Development Department.

§ 32.054 PUBLIC ART ADMINISTRATOR.
   (A)   The position of Public Art Administrator is created within the Economic Development Department (“Department”) following the staffing guidelines of the Public Art Master Plan. Upon the recommendation of COPA and agreement by the Director of the Department, the Director of the Department shall appoint the Public Art Administrator.
   (B)   The Public Art Administrator shall have the following duties and responsibilities:
      (1)   Oversee the collection of public art owned by Louisville Metro.
      (2)   Direct Louisville Metro’s activities regarding inventory, maintenance and acquisition of public art.
      (3)   Serve as staff for COPA.
      (4)   Oversee the granting process with COPA and the allocation of funds for public art projects from the Louisville Public Space Art Fund established by § 32.055.
      (5)   Act as the liaison to all other departments of Louisville Metro concerning art in public spaces.
      (6)   Develop educational and marketing materials concerning public art.
      (7)   Perform such other duties as required by the Director.
