454.07 COIN DEPOSITS REQUIRED.
   No person shall permit a vehicle to remain or be placed in any parking space adjacent to any parking meter while the meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed for such parking space.

454.08 DEFACING OR INJURING METER.
   No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this chapter.

454.09 USE OF SLUGS.
   No person shall deposit or cause to be deposited in any parking meter, any slug, device or metallic substance or any other substitute for a nickel or a one cent coin.

454.10 COIN COLLECTION AND DEPOSIT.
   The position of meter-repairman is hereby created. The Clerk-Treasurer shall designate the meter-repairman to collect the coins deposited in parking meters. In collecting such coins, the meter-repairman shall cause the removal of the coins from the coin box of each meter in such a manner as to permit the coins to fall unobstructed into the coin collection cart, and shall deliver the same to the Clerk-Treasurer. The Clerk-Treasurer shall count the coins so delivered and deposit the same to the credit of the Municipality.

454.11 METER VIOLATION TICKETS.
   It shall be the duty of police officers of the Municipality, acting in accordance with the instructions issued by the Mayor, to report:
   (a)   The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter;
   (b)   The state license number of such vehicle;
   (c)   The time during which such vehicle is parking in violation of any of the provisions of this chapter;
   (d)   Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation. Each such police officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter and instructing such owner or operator to report to the police of the Municipality in regard to such violation.

454.12 WAIVER.
   Each owner or operator of a vehicle parked in violation of any of the provisions of this chapter may, within twenty-four hours of the time the notice is attached to the vehicle, pursuant to Section 454.11(d), pay to the Chief of Police, as a penalty for and in full satisfaction of such violation, the sum of ten dollars ($10.00). Between twenty-four hours and forty-eight hours of the time the notice is attached, payment of twenty dollars ($20.00) may be made in full satisfaction of such violation. Failure of such owner or operator to make such payments to the Chief within twenty-four or forty-eight hours, as the case may be, shall render such owner or operator subject to the penalties provided in Sections 408.01.
