454.05 METER OPERATION; ILLEGAL PARKING.
   When any vehicle is parked in any space adjacent to which a parking meter is installed in accordance with the provisions of this chapter, the operator of such vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited a nickel, dime or quarter in such parking meter in accordance with Section 454.04 to occupy the space lawfully. Failure to deposit such coins shall constitute a violation of this Section. Upon the deposit of such coins, the parking space may be lawfully occupied by such vehicle in accordance with the time limitations as designated on the parking meter and in Section 454.04 herein. If a vehicle remains parked in such parking space beyond the parking time limit fixed for such parking space, the parking meter shall indicate such illegal parking. In that event, such vehicle shall be considered as parked beyond the period of illegal parking time in any part of a street where the meter is located. Such action shall be a violation of this Section. Upon the issuance of a parking violation notice as provided in Section 454.11(d), a separate violation of this Section shall be deemed to have been committed for each two hours that the vehicle in violation remains illegally parked.
