In the event a Census Tract or portion thereof is annexed to the City, that area shall be included in the adjacent Council District, provided however, that if such area is adjacent to more than one Council District, it shall be included in the adjacent Council District having the least population based upon those statistics utilized by the City Council and upon which the 2021 ordinance redistricting the Council Districts was based.
