Sec. 5.527. Creation and Administration of the Fund.
 
   (a)   There is hereby created within the Office of the City Clerk of the City of Los Angeles a Fund to be known as the "Bradley Landfill Community Trust Fund", hereinafter referred to in this chapter as the "Fund".
 
   (b)   The Fund shall be used to pay for experts to conduct health studies and to educate the community, on the impact of the Bradley Landfill, 9227 Tujunga Avenue, Sun Valley on nearby residents, and to pay for projects to mitigate environmental impacts from the Bradley Landfill that are not already required by existing law and regulations.
 
   (c)   The Fund shall be administered by the City Clerk. The Councilperson for District 6 shall make recommendations to the City Council for appropriations from the Fund. The City Council has the authority to direct the City Clerk to make appropriations from the Fund, by resolution, on a project-by-project basis, so long as the funds are used exclusively for the purposes set forth above. Funds not disbursed in a fiscal year shall remain in the Fund and shall be devoted to the purposes of the Fund.
 
   (d)   All deposits to the Fund, including those made by Waste Management Recycling and Disposal Services of California, Inc., owner of Bradley Landfill, will be placed within the Fund account administered by the City Clerk.
 
   (e)   All interest and other earnings attributable to monies in the Fund shall be credited to the Fund and shall be devoted to the purposes of the Fund.
 
   (f)   The City Clerk shall report to the City Council and Mayor regarding and identifying all receipts into, and all expenditures out of, the Fund, as well as the purposes for which the expenditures were made. Each report shall cover a fiscal year and shall be submitted within 60 days after the close of the fiscal year.
