Sec. 20.55. Powers and Duties.
 
   In addition to the powers and duties of the Controller as provided in Charter Section 261 and approvals of demands on the Treasury as provided in Charter Section 262, the Controller shall also inspect and audit the books, accounts, funds and securities of every person charged in any way with the safe-keeping or disbursement of public money or securities. The Controller shall on application of any person indebted to the City, or for any person holding money payable into the City Treasury and desiring to pay money thereinto, certify to the Treasurer the amount thereof, in which fund it shall be deposited and by whom to be paid. The Controller shall, upon the deposit of evidence of the receipt by the Treasurer of money paid into the City Treasury charge the Treasurer with the amount so received.
