In addition to the powers and duties of the City Clerk as provided in Charter Section 281, the City Clerk and City Clerk deputies shall also have the power to administer and certify oaths and affirmations in matters pertaining to or arising out of or connected with the affairs and business of the City, including, but not limited to, applications, claims, demands, affidavits, depositions and all other papers, documents, instruments and writings required by law to be verified or sworn to for use in any proceedings or transaction before the City Council or any Council Committee thereof, or any board, department or officer of the City. The City Clerk shall provide and administer a records center for the efficient and economical storage, maintenance and servicing of inactive City records.

The City Clerk is hereby authorized and directed:
(1) To prepare and certify all payrolls and demands upon the Mayor and Council Funds;
(2) To expend the funds of the Mayor and Council in accordance with the provisions of the respective budget appropriations or of appropriations made subsequent to the budget;
(3) To prepare and submit to the Mayor, with duplicates to the City Council and the Director of the Office of Administrative Research and Services, a detailed estimate of the money required for the next ensuing fiscal year for the proper conduct of the office of the Mayor and City Council as provided by Section 311 of the Charter; and
(4) Subject to prior written request from the Mayor, a Council member or the Chief Legislative Analyst, to appoint, discharge, suspend or transfer employees in their respective offices.
