Sec. 20.1. Office of Administrative and Research Services.
 
   (a)   Creation. Pursuant to Charter sections 201, 290 through 293, and other provisions of the Charter and this Code, there is an office within the government of the City of Los Angeles known as the Office of Administrative and Research Services, hereinafter referred to in this chapter as the “Office”. The Office is under the control and management of the Director of the Office of Administrative and Research Services. Effective July 1, 2000, the personnel and the budgetary resources assigned and appropriated to the Office of Administrative and Research Services shall be the same as those assigned and appropriated to the Office of the City Administrative Officer as of June 30, 2000, as modified by the City Budget and administrative actions taken in accordance with the Charter and ordinance.
 
   (b)   Designation. Notwithstanding any other provisions or references in this Code, the Municipal Code or any ordinance, upon the effective date of this subsection and thereafter, the Office of Administrative and Research Services and the Director of the Office of Administrative and Research Services shall be known and be referred to as the Office of the City Administrative Officer and the City Administrative Officer, respectively, for all purposes. Any reference to the Office of the City Administrative Officer shall be deemed and construed to refer to the Office of Administrative and Research Services, and vice versa. Any reference to the City Administrative Officer shall be deemed and construed to refer to the Director of the Office of Administrative and Research Services, and vice versa.
