Sec. 13.2. In General.
 
   For the purpose of this chapter, all duties and powers exercised by the Board of Transportation Commissioners as related to franchises, permits or privileges pertaining to the taxicab industry shall instead be exercised by the Board of Taxicab Commissioners.
