No person, firm or corporation shall exercise any franchise, permit or privilege mentioned in this chapter except in so far as such person, firm or corporation may be entitled to do so by direct and unlimited authority of the Constitution of the State of California or of the Constitution or laws of the United States, in, upon, over, under or along any street, highway or other place in the City of Los Angeles unless such person, firm or corporation shall have obtained a grant therefor in accordance with the provisions of the Charter of said City and of the procedure prescribed by this chapter, and in accordance with the provisions of the chapter granting such franchise, permit or privilege.
