Sec. 5.483. Creation and Administration of the Fund.
 
   (a)   There is hereby created and established within the treasury of the City of Los Angeles a Fund to be known as the “Homeless Initiative Fund” hereinafter referred to in this chapter as the “Fund.
 
   (b)   All moneys received from the Grant Agreement No. CA 00194-1009 between the United States Department of Housing and Urban Development and the City of Los Angeles and the County of Los Angeles shall be placed into the Fund.
 
   (c)   The Fund shall be used to pay the Los Angeles Homeless Services authority for implementing the Homeless Initiative and to pay the Community Investment for Families Department for administrative expenses incurred in connection with the Initiative.
 
   (d)   The Community Investment for Families Department shall be responsible for maintaining records relating to the Fund.
 
   (e)   All interest and other moneys received into the Fund shall be devoted to the purposes set forth in (c) of this section.
 
   (f)   Expenditures from the Fund may only be made by the General Manager of the Community Investment for Families Department or a duly authorized representative.
 
   (g)   The General Manager of the Community Investment for Families Department is authorized to establish appropriate procedures to carry out the provisions of this chapter.
 
   (h)   Authority to expend will be according to the budget contained in Grant Agreement No. CA 00194-1009 between the United States Department of Housing and Urban Development and the City of Los Angeles and County of Los Angeles.
