Sec. 158.
For the financial support of the Library Department there is hereby appropriated an annual sum of not less than seven cents (7¢) on each one hundred dollars ($100.00) of assessed value of all real and personal property of the City as assessed for City taxes. Additional appropriations may be made from the general City funds. All money arising from either class of appropriations above referred to, or received by the Library Department from fines, sales, gifts or otherwise in connection with the operation of the library, shall be placed to the credit of the Library Department in a fund to be known as the library fund. No money in the library fund shall be used for any purpose other than the financial support of the Library Department. (Added, 1925.)
The question of benefit to the library from an expenditure is to be determined by the directors in the first instance, and, if there could be any state of circumstances under which the expenditure would be authorized, and acted upon by the directors when they made the appropriation.
