Sec. 6.02. - Principal Officers of the Executive Branch.
The Office of Administrative Services shall be under the direct control of the Chief Administrative Officer as provided in Section 5.10 of this Charter.
The Commissioner of each department shall be appointed by the Mayor, subject to the provisions of Sections 5.04 and 5.10 of this Charter.
All Department Commissioners shall be appointed on the basis of their respective executive, administrative and professional qualifications, and shall receive such compensation as may be prescribed by ordinance of the Council. Any persons appointed as a Department Commissioner shall serve at the pleasure of the Mayor, and the position of Department Commissioner shall be exempted from the civil service provisions of this Charter or any ordinance passed by the Council pursuant thereto.
Except as otherwise provided in Section 15.08 of this Charter, no person shall be appointed as an acting, interim or temporary Department Commissioner unless said appointment is to fill a vacancy created by death, removal, resignation or retirement; nor shall any person be appointed to the position of acting, interim or temporary Department Commissioner for a period of more than six (6) consecutive months. Any person appointed as an acting, interim or temporary Department Commissioner who is covered by the classified civil service and/or employee pension provisions of this Charter on the date of such appointment, shall retain all of the rights and privileges thereof. However, any acting, interim or temporary Department Commissioner covered by said provisions who wishes to accept a regular appointment as a Department Commissioner shall be removed from the classified civil service in accordance with the provisions of Section 9.02 of this Charter. All matters pertaining to the pension rights of said persons shall be resolved in accordance with the provisions of Section 9.08 of this Charter.
