The Chief Administrative Officer shall:
A. Exercise direct administrative control and supervision over the Office of Administrative Services as provided for in Article Six of this Charter.
B. Recommend to the Mayor, in pursuance of the provisions of Section 5.04 of this Charter, persons to be appointed as Department Commissioners.
C. Subject to the authority of the Mayor as stated in this Charter, supervise and control all departments created by Article Six of this Charter or by ordinance pursuant thereto; the Commissioners of which shall report directly to the Chief Administrative Officer.
D. Serve as the liaison officer between the Mayor and such other agencies, boards, commissions and authorities as the Mayor may designate.
E. Recommend to the Mayor the annual operating and capital improvements budgets.
F. Make periodic reports, with such recommendations as he deems appropriate, to the Mayor and the Council concerning the operation, affairs and future needs of the Merged Government.
G. Examine regularly, at periods fixed by the Mayor and/or the Council, the accounts, records and operations of every department, agency, board, commission or authority receiving financial appropriations from the Merged Government.
H. Perform such other duties not inconsistent with the provisions of this Charter as the Mayor or the Council may prescribe.
