§ 3-2-1-16. ONE-WAY STREETS AND ALLEYS; SIGNS.
   Upon those streets and parts of streets and in those alleys hereinafter enumerated, vehicular traffic shall move in the indicated direction when signs indicating the direction are erected and maintained at every intersection on the portions of the street where movement in the opposite direction is prohibited.

§ 3-2-1-17. PROHIBITION OF COASTERS, ROLLER SKATES AND SIMILAR DEVICES.
   No person upon roller skates or riding in or upon any coaster, toy vehicle or similar device shall go upon any roadway, except while crossing a street at a crosswalk.

§ 3-2-1-18. SPEED REGULATIONS; GENERALLY.
   (A)   The state traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except where the Common Council, as authorized by state law, properly declares and determines, upon the basis of engineering and traffic investigation, that certain speed regulations shall be applicable upon specified streets or in certain areas.
   (B)   In the event the Common Council establishes speed limits, it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.

§ 3-2-1-19. TURNING AT INTERSECTIONS.
   The driver of a vehicle intending to turn at any intersection shall do so according to the procedures prescribed by state law.

§ 3-2-1-20. U-TURNS; GENERALLY.
   The driver of any vehicle shall not turn the vehicle so as to proceed in the opposite direction by a U-turn upon any street in a business or (at any intersection where a left turn is prohibited, or at any place where an official traffic-control device or sign indicates that a U-turn shall not be made, nor shall the driver or operator of any vehicle so turn a vehicle unless the movement can be made in safety and without interference with other traffic) commercial district and shall not upon any other street so turn a vehicle unless the movement can be made in safety and without interfering with other traffic.
