§ 3-2-1-2. DUTY OF POLICE DEPARTMENT; GENERALLY.
   It shall be the duty of the officers of the Police Department or those officers as are assigned by the Chief of Police to enforce all vehicular and pedestrian traffic laws of this City and all state laws applicable to vehicular and pedestrian traffic in this City.
§ 3-2-1-3. TRAFFIC DIRECTION BY POLICE OR FIREFIGHTERS.
   (A)   Officers of the Police Department and Fire Department or those officers as are assigned by the Chief of the Police or Fire Department are hereby authorized to direct traffic by voice, hand or signal in conformance with traffic laws, provided that in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police or Fire Department may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.
   (B)   No person shall willfully fail or refuse to comply with any lawful order, signal or direction of a police officer, firefighter or any person authorized by state law to direct traffic.

§ 3-2-1-4. TRAFFIC-CONTROL DEVICES.
   There shall be constructed, erected and established those devices, signs, signposts, signboards, semaphores, electric automatic traffic signals or other devices which may be deemed suitable for any or all streets and street intersections within the City of Lawrence for the protection of the traveling public and all persons using the public streets in the City.
§ 3-2-1-5. MANUAL AND SPECIFICATIONS.
   (A)   All traffic-control signs, signals and devices shall conform to the specifications prescribed by the Indiana Department of Highways and its manual on uniform traffic-control devices. All signs and signals required hereunder for a particular purpose shall, so far as practicable, be uniform as to type and location throughout the City.
   (B)   All traffic-control devices so erected and not inconsistent with the provisions of state law or this chapter shall be official traffic-control devices.
§ 3-2-1-6. AUTHORITY TO INSTALL.
   The City Street Commissioner shall place and maintain traffic-control signs, signals and devices when and as required under this code and other traffic ordinances of this City to make effective the provisions thereof.
