All waste material, paper, trash, rubbish, tin cans, bottles, containers, garbage and refuse of any kind whatsoever shall be deposited in disposal containers provided for such purposes. No such waste or contaminating material shall be discarded otherwise. No sticks, stones, trash or other objects shall be thrown or discarded in or on any park lands, fountains, pools, drinking fountains, sanitary facilities or other improvements.

It shall be unlawful for any person or persons to use, consume or have on the premises of any park or other city property within the city any alcoholic liquor or cereal malt beverage, except as authorized by the City Commission.

Except as otherwise provided for in this article, it is unlawful for any person or persons to be in, on or about any real property owned by the city, except for the real property known as Champlin Park, during the hours of one minute past midnight to 6:00 a.m.; and for the real property known as Champlin Park, during the hours of 8:00 p.m. to 6:00 a.m. the following day.

The provisions of § 12-121 shall not apply to:
(a) Any street, alley or sidewalk of the city;
(b) Any elected or appointed official or employee of the city, or any duly authorized agent of the city;
(c) Any police officer not included within division (b) above;
POLICE OFFICER meaning any person who by virtue of his or her office or public employment is vested by law with the duty to maintain public order or to make arrests for crimes, whether that duty extends to all crimes or is limited to specific crimes;
(d) Any nonresident of the city making use of the facilities at Champlin Park in the city for normal roadside park purposes during the hours of 8:00 p.m. to 9:30 p.m.;
(e) Any person or persons in possession of a permit authorizing the holder of the permit to make use of the facilities at any public park in the city for fishing or overnight camping purposes, so long as the holder of the permit does, while in the public park, exclusively engage in such permitted activity, and further, that no overnight camping permit shall be granted to any resident of the city, or to any other person or persons not in the possession and making use of a trailer, camper or other similar type vehicular equipment specifically constructed and used for camping purposes. Such a permit as provided in this article shall be obtained from any law enforcement officer of the city. The person or persons to whom a permit has been issued shall, upon request of any law enforcement officer of the city, immediately present to the requesting officer such permit, otherwise the person or persons shall be deemed to be in violation of this article; or
(f) Any person or persons engaged in any duly organized and/or sponsored activity of the City Recreation Commission, or of any other organization or association that has received approval of the Mayor for its activity prior to the commencement thereof, either through actual participation in the activity or by way of audience participation therein so long as they are so engaged; however, this exception shall be deemed to expire, insofar as those engaged in audience participation therein are concerned, 30 minutes after the termination of the principal activity.

(a) Any person or persons making use of the outdoor electrical outlets located in the parks of the city for a period of six days or less within any month shall pay a fee of $6, plus tax per outlet for every 24-hour period or portion thereof.
(b) Any person or persons making use of the outdoor electrical outlets located in the parks of the city for a period of seven days or more within any month shall pay fee of $10, plus tax per outlet for every 24-hour period or portion thereof. In no event shall any person or person use the parks of the city for camping for more than 30 consecutive days unless written permission is given by the City Commission.
(c) Any club, organization, convention or harvest-related laborer may apply to the city for an exemption from the provisions of division (b) above. In the event the city determines that an exemption should be granted, the city shall, in its sole discretion, determine the appropriate daily fee to be paid by the club, organization, convention or harvest-related laborer.

Any person or persons desiring to use an outdoor electrical outlet located in the parks of the city shall pay a $25 deposit fee in advance for each electrical outlet to be used. Any person or persons shall pay the deposit at the place or places designated by the City Commission. Failure to return the outdoor electrical outlet key on the day of departure will result in forfeiture of the posted deposit. The posted deposit can also be retained if damage is done to the outdoor electrical outlet or if trash or debris is left at the camping space.

The fees set forth in § 12-123 shall be payable at the place or places designated by the City Commission. All of the fees shall be paid on the day of departure during the regular business hours of the place or places designated by the City Commission to collect such fees.

(a) It is unlawful for any person to engage in any business or commercial activity for the sale of any article, commodity or service, or to solicit money or funds in any manner for any purpose or thing in any of the public parks or recreation facilities under the ownership, jurisdiction or control of the city; provided, that any group or persons lawfully using the public parks or recreation facilities under the ownership, jurisdiction or control of the city may solicit among the persons constituting the group, and to those persons only, for contributions or gratuities.
(b) This section shall not apply to contractees and concessionaires of the city, county, county fair or local chamber of commerce.
