It is unlawful for any person or persons to use or operate or cause to be used or operated any boat, canoe, raft or other floating objects in or upon the park (mill) race and Riverside Park lakes or any other ponds or lakes as herein defined that may be hereafter construed in Riverside Park.

Fishing methods at park race and Riverside Park lakes or any other ponds or lakes as defined in § 12-401 shall be limited to the use of not more than two fishing rods or poles with not more than two hooks attached to any line, or a fly rod with not more than two flies attached, or a casting rod with not more than one artificial bait or lure attached, and it is unlawful to catch or take, or attempt to catch or take any fish from the lakes and ponds except by the methods limited in this section; provided, that it is unlawful to have and use a minnow seine not more than four feet wide and 20 feet long for the taking of minnows for bait purposes only.

The taking, transporting or removing of minnows or small species of fish from the park race and Riverside Park lakes or any other ponds and lakes that may be hereafter constructed in the city for any purpose whatsoever, other than the use of the minnows and small fish for the exclusive personal baiting purposes of the person taking the minnows and small fish, is declared unlawful and entirely prohibited.

The city acknowledges and ratifies the acts of the City Municipal Airport Board as such Board has existed de facto but not formally created. There is hereby established the City Municipal Airport Board which shall consist of five members serving staggered three-year terms of whom four shall be residents of the city, and one such member shall reside outside of the city. Members are appointed by the Mayor with the consent of the City Commission at its first regular meeting in December of each year and shall take office at the next regular meeting of the City Municipal Airport Board. Vacancies are filled by appointment for the expired term.

The City Municipal Airport Board shall make recommendations for the care, improvement and enhancement of the City Municipal Airport. The Board shall advise the City Commission on any affairs relating to the City Municipal Airport and the activities thereof. All recommendations of the City Municipal Airport Board shall be made subject to approval of the governing body of the city.
