§ 12-101 PARK BOARD ESTABLISHED.
   There is established a Park Board of this city that will consist of seven members who shall serve without compensation. All Park Board members shall be residents of this city, except that one at large member may be a nonresident who is employed within the city limits. One member shall be the Mayor or a City Commissioner. One member shall be a representative of the USD 331 Recreation Commission. The other five members shall be members at large. The members of the Park Board shall elect a Secretary for a term of one year and a Chairperson for a term of one year.

§ 12-102 TERMS OF OFFICE.
   The term of the Mayor or City Commissioner on the Park Board shall be one year. The term of the USD 331 Recreation Commission representative shall be three years. Two members at large shall serve two-year terms, and three members at large shall serve three-year terms as determined by the governing body. Vacancies on the Park Board shall be filled by appointment for the unexpired term.

§ 12-103 DUTIES OF THE BOARD.
   The Park Board shall make recommendations for the care, improvement and enhancement of all city parks. It shall make plans and plats of existing and proposed parks of the city. Its duties shall include planning for planting, care, maintenance and removal of all trees, plants, shrubs, flowers, grass and lawns within the boundaries of the parks. Plans and plats shall also include erecting, building, construction, care, maintenance and disposition of all buildings, structures, playground and recreational equipment, lanes, roads, sidewalks, paths and parking within the boundaries of the parks. All recommendations shall be made subject to the approval of the governing body of the city.

§ 12-104 RECOMMENDATION.
   The governing body of the city may refer all major proposals and propositions for new construction, reconstruction and improvement of public parks and recreational facilities, including the acquisition of land for park purposes, the acquisition of major recreational equipment and facilities to the Park Board. The Park Board shall make reports and recommendations to the governing body of all matters referred to it and any further recommendations as deemed advisable. The governing body of the city shall take action upon the reports and recommendations received from the Park Board within 30 days after its receipt. The governing body may extend the time as it deems necessary to give the matter further attention before action is taken.

§ 12-105 MEETINGS.
   The Park Board shall meet at least six times per year. Special meetings may also be held if necessary, and at such other times as the Board may determine. A majority of the members of the Board shall constitute a quorum for the transaction of business.

§ 12-106 ANNUAL REPORTS.
   The Park Board shall make an annual report of all its proceedings and the condition of the parks of the city to the governing body in the month of January of each year.
